About Oita Prefecture GX Investment Promotion Subsidy

Oita Prefecture is working to realize the "Green Industrial Complex Oita Promotion Initiative," a joint industry-academia-government initiative aimed at achieving both carbon neutrality and sustainable growth for the Oita Industrial Complex by 2030 and 2050. To this end, the prefecture will provide subsidies to project operators that install facilities and equipment within the prefecture that will lead to the development of a supply base for next-generation energy sources and materials such as CO2 separation, capture, utilization, and storage technologies, as well as hydrogen.

Subsidy Overview

Eligible businesses

Those who meet the requirements set forth in (1) and (2) below.

(1) Project Implementing Body

Businesses that fall under any of the following criteria (1) to (3) below.

1. Companies, etc. with business locations in Oita Prefecture that are designated business emitters to which the Ministry of the Environment's "Greenhouse Gas Emissions Calculation, Reporting, and Disclosure System" applies, and that are manufacturers as defined in the Japan Standard Industrial Classification (Ministry of Internal Affairs and Communications Notification No. 405 of 2013), which is established as a statistical standard pursuant to the provisions of the Statistics Act (Act No. 53 of 2007).

2. Businesses that make GX investments that contribute to the decarbonization of the areas specified in (1).

3. Other entities approved by the Governor.

(2) Eligible Projects

Projects eligible for this subsidy must fall under all of criteria (1) to (3).

1. Projects that are newly constructed or expanded by project implementing bodies that install facilities, equipment, etc. throughout the prefecture and that fall under all of the following criteria (a), (b), and (c). However, this does not apply to project implementing bodies specifically approved by the Governor.

A. The capital investment must meet one of the following criteria regarding the commencement date:

- Within three years of acquiring (including leasing) the land to be used for the facilities, equipment, etc. (However, within five years for industrial parks developed by the prefecture or the Prefectural Land Development Corporation).
- For expansions, within one year of announcing the expansion.

B. The number of employees at factories, etc. within the prefecture must, in principle, be maintained and secured even after the start of operation of the facilities, equipment, etc. However, this does not apply to businesses that are specifically approved by the governor.

2. The capital investment amount must be 1 billion yen or more.

3. The business has not already received this subsidy.

Judging criteria

When reviewing eligible businesses, a comprehensive assessment will be made, taking into consideration the following points (1) through (3):

(1) Are the facilities and equipment related to CO2 separation, capture, utilization, and storage technologies, or the establishment of a supply base for next-generation energy and materials such as hydrogen?

(2) Are the initiatives recognized as having greenhouse gas reduction effects?

(3) Are the initiatives leading to employment preservation?
